As trees are chopped down, crops are harvested etc. the tools used by your citizens get worn out and have to be replaced. Without tools your citizens productivity will fall significantly.

Tools are crafted by the blacksmith from iron ore and logs. With the addition of coal one can produce steel tools, wich are stronger and therefore doesn't break as fast.
